
Grand Jury Returns Indictments
Madison, Wisconsin -- A federal grand jury in the Western District of Wisconsin, sitting in Madison, returned the following indictments today. You are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
FOUR CHARGED IN COCAINE CONSPIRACY
Nicolas Covarrubias, 43, Rockford, Ill., Emeterio Velazquez, 50, Omar Velazquez, 20, Jose Luis Castillo Madrigal, 34, all of Beloit, Wis., are charged with conspiracy to possess cocaine with intent to distribute and conspiracy to distribute cocaine. The indictment alleges that this conspiracy took place from March 2012 to May 21, 2012, and involved five kilograms or more of cocaine.
Emeterio Velazquez and Omar Velazquez also are charged with distributing 500 grams or more of cocaine on April 11, 2012. Emeterio Velazquez is Omar Velazquez’s father.
If convicted, each defendant faces a mandatory minimum penalty of 10 years and a maximum of life in federal prison on the conspiracy charge. Emeterio Velazquez and Omar Velazquez also face a mandatory minimum penalty of five years and a maximum penalty of 40 years in federal prison on the distribution count. The charges against them are the result of an investigation by the Drug Enforcement Administration; Wisconsin Department of Justice, Division of Criminal Investigation; Beloit Police Department, Stateline Area Narcotics Team, Rockford Police Department, FBI Safe Streets Task Force, Rock County Sheriff's Department, and Illinois State Police. The prosecution of this case has been assigned to Assistant U.S. Attorney Elizabeth Altman.
MADISON MAN CHARGED WITH ARMED ROBBERY
Ernest Bailey, 19, Madison, Wis., is charged with the armed robbery of the Dane County Credit Union on East Washington Avenue in Madison on May 29, 2012. He is also charged with brandishing a firearm during this crime of violence. Finally, he is charged with being a felon in possession of a firearm.
If convicted, Bailey faces a maximum penalty of 25 years in federal prison for the armed robbery, a mandatory seven-year sentence on the brandishing a firearm charge which would be served consecutively to any other sentence imposed, and 10 years on the felon in possession charge. The charges against him are the result of an investigation by the Madison Police Department, Federal Bureau of Investigation, and Bureau of Alcohol, Tobacco, Firearms and Explosives. The prosecution of this case has been assigned to Assistant U.S. Attorney Meredith P. Duchemin.
MADISON MAN CHARGED WITH DISTRIBUTING HEROIN
Kevin Moore, 29, Madison, Wis., is charged with seven counts of distributing heroin. The indictment alleges that he distributed heroin on April 16 and 25, 2012, and May 1, 8, 14, 21and 29, 2012.
If convicted, Moore faces a maximum penalty of 20 years in federal prison on each count. The charges against him are the result of an investigation by the Madison Police Department and Dane County Narcotics and Gang Task Force. The prosecution of this case has been assigned to Assistant U.S. Attorney Rita M. Rumbelow.
NEW AUBURN MAN CHARGED WITH THEFT
Justin J. Waterhouse, 20, New Auburn, Wis., is charged with stealing things of value belonging to the United States. The indictment alleges that on February 5, 2012, Waterhouse stole 18 night vision monoculars, each with a value of $3,607, and six reflex gun sights, each with a value of $322. The indictment also charges him with conveying to another person two of the night vision monoculars.
If convicted, Waterhouse faces a maximum penalty of 10 years in federal prison on each charge. The charges against him are the result of an investigation by the Federal Bureau of Investigation, U.S. Army Criminal Investigation Command, and Dunn County Sheriff's Department. The prosecution of this case has been assigned to Assistant U.S. Attorney Grant C. Johnson.
MEXICAN CITIZEN CHARGED WITH ILLEGAL RE-ENTRY INTO U.S.
Graciano Oscar Sandoval-Reynosa, 36, a citizen of Mexico found in Wausau, Wis., is charged with re-entering the United States after previously being deported. The indictment alleges that he was found in the United States on May 2, 2012.
If convicted, he faces a maximum penalty of two years in federal prison. The charge against him is the result of an investigation by U.S. Immigration and Customs Enforcement and the Wausau Police Department. The prosecution of this case has been assigned to Assistant U.S. Attorney Daniel J. Graber.
